Limit Availability of Non-Physical Items
By default, non-physical items sold through your website are available to customers worldwide, but you can restrict sales of these items to specific locations with just a few steps.

Turn off worldwide availability for non-physical items
From your dashboard, go to Settings > Shipping.
Click Edit next to Advanced Settings, then uncheck the boxes in the worldwide availability area for items you want to restrict.
Click Done to save your changes.

Set up shipping for the areas you want to sell in
Go to Settings > Shipping and click Add Region under Destination Regions & Rates.
Choose a region from the list, then select a shipping option below. If you’re only selling non-physical items, you can use the free shipping option.
Click save when you’re finished. Repeat the process for other areas that you want to allow purchases from.
If you already have shipping regions set up for your online store, you can skip this step.
How it works
Customers outside of these shipping regions won’t be able to buy non-physical items. We compare their billing address to your shipping regions during checkout. If the addresses don’t match, they’ll be notified that the item isn’t available in their region. Consider adding details about item availability to your item descriptions or store policies. You can edit store policies in Settings > Checkout.
Note: Shipping information isn’t required for purchases of non-physical items. You can collect shipping information using the options in Settings > Checkout > Advanced Settings.
